Columbarium

The average waiting time for a space at apublic columbarium, which costs about HK$3,000, is now four years.

 

A space in a private columbarium can put you back about HK$500k -$1million.

In recent years, cemeteries in mainland China and Macau have reported increasing demand for plots from Hong Konger's as they seek more affordable options. But even in Macau, a private burial plot can cost HK$1million.

Burial Complications

In 2017 the government stepped up efforts to regulate the city’s private columbarium operators by forcing them to become licensed by March 2018 after a nine-month grace period. The Private Columbaria Ordinance came into effect on June 30, 2017. But only about half of current private operators might meet the requirements under the new bill, meaning about 300,000 urns could be returned to families, industry workers have said.  Update: as of 2021 only 34 operators have been licensed and are operated by the government, religious organizations, and private companies.  All others are illegal and not recommended to use.

 

2. Columbarium Niches

  • Private: HK$25,000 – HK$1,000,000+ (most families face the higher end due to shortage).

Latest Progress on Private Columbaria Regulation in Hong Kong (as of April 2025)

In Hong Kong, the Private Columbaria Ordinance, effective since 2017, regulates private columbaria by requiring operators to apply for licenses, exemptions, or Temporary Suspension of Liability (TSOL) from the Private Columbaria Licensing Board (PCLB) to ensure compliance with land use, safety, and planning standards. As of April 2025, the PCLB continues to enforce these regulations, but progress remains slow. Approximately 140 operators applied for licenses in 2018, but due to high land premiums and complex documentation requirements, about half were still non-compliant by 2022. To protect consumers, the Ordinance mandates that 15% of niche sales revenue be deposited into a trust account, but high costs and a shortage of niches—public columbaria provide only around 300 new niches annually against 40,000 to 50,000 deaths—drive demand for private niches, priced between HK$2,900 and HK$300,000. Illegal columbaria persist, risking “homeless ashes” if closed, while the government promotes green burials, such as free ash scattering at sea and online memorials, to alleviate land scarcity. Although the 2024 Policy Address focuses on housing and sustainability, no new columbaria policies have emerged in 2025, indicating continued enforcement of existing regulations, with the niche shortage and compliance issues yet to be resolved.
